An extract of Ecklonia stolonifera is provided to inhibit NF-kB, AP-1 and MMP-1 and show inflammation inhibitory, wrinkle improving and elasticity improving effects by increasing collagen, thereby being used as a skin external application agent such as cosmetics and being usefully used sitologically and medically without side effects. An extract of Ecklonia stolonifera has the function of improving skin aging and the anti-inflammatory activity and is extracted by water, alcohol or a mixture thereof. A skin external application composition for improving wrinkles or elasticity or skin aging comprises at least one kind selected from the group consisting of the extract of Ecklonia stolonifera, ekol and dieckol as an effective ingredient.
