PROBLEM TO BE SOLVED: To reinforce resistance to the loss of transmission data caused by transmission errors or the like in a stream encryption system. SOLUTION: There are provided: an encrypter 103 that generates an initial value used for initializing a stream cipher algorithm from the data of a first encryption packet, uses the generated initial value to initialize the stream cipher algorithm for the encryption of stream, and generates a second encryption packet for storing stream cipher data; and a transmitter 104 for transmitting the encryption packet.
