PROBLEM TO BE SOLVED: To obtain a transmitter in which coded modulation utilizing efficient signal point mapping can be achieved while taking account of nonuniformity of transmission bit error. SOLUTION: A transmitter performing coded modulation combining multi-level modulation and error correction code comprises an encoder 13 for encoding and error correction code using only the information sequence out of inputted information sequence and dummy sequence, assigning a parity sequence generated by encoding to the part of dummy sequence, and outputting the parity sequence in combination with the information sequence; and a mapper 14 for converting a code word sequence into a signal point sequence by bit assignment optimizing the combination of the signal point of a transmission signal and the bit of the error correction code, while taking account of the conditions that the bit error rate is uneven depending on each of a plurality of bits assigned to the transmission signal of one symbol, and that the bit error rate is uneven after the error correction code is demodulated to each bit of the code word.
