<P>PROBLEM TO BE SOLVED: To protect an AP and data corresponding to it so that they cannot be accessed by another AP, when switching is performed between APs corresponding to a plurality of services using a non-contact IC card and execution is performed. <P>SOLUTION: A CPU 11 controls a fundamental operation of an AP switching device 5 by executing a control program 21 stored in a nonvolatile memory 18. The CPU 11 reads and decodes an application program specified from a controller, of a plurality of application programs held in an encrypted state in the I/O connected nonvolatile memory 18, and loads it to an AP execution region of a bus-connected memory 17 and executes it. The executed AP and private data corresponding to the AP is also loaded to the AP execution region of the memory 17.
