PROBLEM TO BE SOLVED: To provide a lower roofing material, in particular, a nonslip lightweight lower roofing material provided between a tile or slate or metallic upper roofing material and a sheathing roof board to keep the waterproofness of the roof. SOLUTION: This lower roofing material is constituted of applying binder 3 obtained by mixing aggregates 2 by dispersing them sparsely on a surface of a main body 1 thinly so that individual aggregate 2 protrudes on the surface to prevent its slip and reduce its weight and applying the binder on a part of the surface of the main body to reduce its weight furthermore. When mixing the aggregates 2 into the binder 3 in a sparse manner, a ratio of mixing of the binder with the aggregates is about binder/aggregate =1:0.9 to 1:0.1 by weight ratio, preferably, about 20 to 30%.
