PROBLEM TO BE SOLVED: To provide a disk recorder which enhances image quality when recording while recording contents to be recorded thoroughly on one sheet of disk while using a simple bit rate control method. SOLUTION: A DVD recorder 1 includes an encoding part 3, a controller part 9, and, in addition, a configuration of encoding an analog format video signal to record it on a DVD 10. Further, the controller part 9 comprises: a bit rate controller part 91 for controlling a bit rate in encoding of the encoder part 3 in any one of two or more recording modes with different bit rates; a bit rate changeover controller part 92 which selects this video recording mode and controls timing to change it over; and a data table 93 for recording a control data of the video recording mode. The bit rate changeover controller part 92 receives inputs for a scheduled recording time of the video signal and a recordable capacity of the disk, and calculates the timing for changing over the video recording mode.
