PROBLEM TO BE SOLVED: To provide a voice recording device that can change the voice recording mode according to the use condition during voice recording, a voice recording method, and a voice recording program. SOLUTION: A wireless communication terminal 100 has a voice recording function. A control part 130 amplifies the voice input from a microphone 192 by a gain amplifier 191 with a predetermined gain. The voice amplified by the gain amplifier 191 is encoded at an encoding processing part 190. The encoded voice data is stored in a user memory 150. When a switching detection part 170 detects a change in switching conditions of the wireless communication terminal 100 during the voice recording, the control part 130 controls the gain amplifier 191 to change the gain.
