PROBLEM TO BE SOLVED: To provide a position management server for transmitting transmission information accordingly when two terminals exist in the vicinity of the position management server. SOLUTION: The position management server includes: a position management information storage section 12 for storing position management information wherein two or more terminal identification information items and terminal position information items are cross-referenced; an approaching state detection section 14 for detecting an approaching state wherein two terminals exist within a prescribed range using the position management information; and a transmission section 18 for transmitting the transmission information to either or both of the two terminals when the approaching state detection section 14 judges that the two terminals are in the approaching state.
