IMAGE ENCODING DEVICE AND IMAGE DECODING DEVICE, AND IMAGE DISPLAY DEVICE AND METHOD UTILIZING THE SAME

PROBLEM TO BE SOLVED: To solve the problem that computational complexity in encoding is increased by scale-up processing in priority encoding to a region of interest (ROI) in an image and an image quality difference can not be provided among a plurality of ROIs.

SOLUTION: A wavelet transforming unit 10 performs wavelet transformation on a source image, and a quantization unit 12 quantizes a wavelet transform coefficient. An ROI selection unit 18 selects a plurality of ROIs on the source image, and an ROI priority setting unit 19 sets priorities among the plurality of ROIs. A low-order bit zero replacing unit 23 replaces with zero low-order bits of wavelet transform coefficients corresponding to a region of non-interest and the plurality of ROIs in accordance with the priorities. An entropy encoding unit 14 performs entropy encoding on the replaced wavelet transform coefficients in order from a high-order bit plane, and an encoded data generating unit 16 outputs the encoded data in a stream.
