PROBLEM TO BE SOLVED: To provide a moving picture coder and a moving picture decoder using an optimum error resistance according to the communication environment, especially, the transmitting/receiving position.

SOLUTION: Based on position information of the preset position acquired by a position information acquiring means 31, the apparatus retrieves an error resistance level for determining the error resistance to be used at the present position from a table held with a table managing means 32 to do the coding/decoding process according to its error resistance level.
