A keypad and a manufacturing method thereof are provided to show high atmosphere by diffused-reflecting or dispersing a light, inputted in a film member, through an optical conversion layer and a reflective layer. A personal portable terminal including includes a terminal main body and a keypad(130). The terminal main body includes a main body(110) and a folder part(120). The folder part hinges with the main body and rotates for opening and closing the main body. The keypad includes a film member(131) and a reflective layer. The film member includes a transparent film layer and an optical conversion layer. The optical conversion layer is formed below the transparent film layer. The reflective layer is formed below the film member, defines light transmitting area, and reflects a light inputted in the film member.
