PROBLEM TO BE SOLVED: To provide a technology that provides an opportunity of determining a purchasing will of a key to a user in a timing wherein the user surely has a time margin of viewing a pay program and a sufficient time can be ensured for the user for a key acquisition job, thereby allowing the user to smoothly purchase the key and to view the pay program.

SOLUTION: A stream generating method disclosed herein is characterized in that an identifier (id_current) of a key for decrypting stream encrypted data of a present program is stored to initializing packets (IV1-n) for initializing a stream encryption algorithm, the initializing packets are inserted to a stream, and an identifier (id_next) of a key for decrypting stream encrypted data on and after a next program is stored to a prescribed initializing packet (IVn+1) among the initializing packets.
