PROBLEM TO BE SOLVED: To automatically apply absolute evaluation to the video quality as a whole evaluation object system 101 by taking into account each performance characteristic of a video input section 102, a transmission line 106, and a reception decoding section 104 without the need for presenting a reference video in the evaluation object system 101. SOLUTION: A marker insertion section 152 inserts marker data for specifying a transmission order of video data transmitted from a video input section 102 into the video data, and a quality evaluation section 153 detects the marker data from the received video data and calculates prescribed video quality on the basis of the transmission order of the video data inserted into the marker data.
