PROBLEM TO BE SOLVED: To securely and smoothly supply information meeting a variety of user's demands anywhere and anytime in a mobile environment. SOLUTION: Area repeaters 71(72, 73, ..., 7n) are arranged by areas E1(E2, E3, ..., En) and an on-vehicle server 8 is arranged for each subarea S to distribute information related to, for example, the area E1(E2, E3, ..., En) and a subarea S where a user is currently present and information on contents prepared by the areas E1(E2, E3, ..., En), not to mention properties of the user. User terminals 41(42, 43, ...) receive contents etc., by short-range communication through nearby AP repeaters 11 in the subarea S, and then information meeting a variety of user's demands is securely and smoothly provided anywhere and anytime in a mobile environment.
