PROBLEM TO BE SOLVED: To ensure that a cellphone battery is charged and that any generated abnormality is reported. SOLUTION: This abnormality report device includes: a telephone number storage means (addressee telephone number storage part 11) for storing the telephone number of an addressee; a trouble detecting means (trouble detecting part 13) for detecting the occurrence of trouble; a transmission requesting means (control part 14) for requesting a cellphone to transmit the stored telephone number of the addressee; a reporting means (control part 14 and voice recording and reproducing part 17) for reporting the occurrence of trouble to the addressee via the cellphone once the telephone number has been transmitted by the cellphone and communication with the addressee has been established; and a battery charging means (control part 14, power circuit 18, and charge control switch 19) for charging the battery of the cellphone and stopping the charge at certain intervals after the reporting by the reporting means.
