PROBLEM TO BE SOLVED: To obtain a resin fiber-dispersing device for reinforcing concrete causes no clogging of the resin fiber for concrete reinforcement in the hopper space and can stably be used for a long period of time with inexpensive device cost. SOLUTION: The rein fiber dispersing device is constituted with the conveying device that conveys a prescribed amount of resin fiber mass such as polypropylene fiber mass from the upper side face of the relatively wide space into the inside of the hopper, the rotary dispersion device for dispersing the resin fiber mass conveyed in the front of the end part of the conveying device, the upper fixed dispersion bar that is arranged in front of the rotary dispersion device so that the resin fibers splashed by the rotary dispersing machine may be allowed to stay, the lower fixed dispersion bar that is arranged at the lower part of the rotary dispersion machine and the resin fibers fallen down by the upper dispersion bar are allowed to stay and dispersed, and the blower that sucks in the resin fiber dispersed by the above-stated means in the resin fiber dispersed by the stated means and homogeneously introduced through the conveying tube to the outer kneading mixer.
