PROBLEM TO BE SOLVED: To provide a soundproof carpet having a sound absorbency and its manufacturing method. SOLUTION: The soundproof carpet 10 is formed with a backing layer 201 on the back face side of a fiber base material 104. By using an embossing roll introducing a refrigerant to the inside and provided with needles for forming multiple holes in the backing layer on the surface, and a pressing roll for pressing the embossing roll, multiple piercing holes 30 are formed in the backing layer 201, and simultaneously the fiber base material 104 and the backing layer 201 are unified by hot press immediately before cooling, the hole shape of the piercing holes 30 of the backing layer 201 is fixed.
