PROBLEM TO BE SOLVED: To provide a prize exchange and purchase system eliminating waste of special articles, exerting a high cost performance, increasing the profit, and promoting the prevention of a fraud such as fabrication of win ball information, protection of personal information and improvement of security. SOLUTION: On condition of inputting data of the number of exchanging acquisition game media for a special prize and personal authentication data, a prize exchange selection means 50 issues a recording medium 90 recording identification information associated with the personal authentication data and the data of the number of exchange and, when the personal authentication data input associated with the identification information, which a prize purchase means 70 read from the recording medium 90, are accorded with the personal authentication data input by the prize exchange selection means 50, a prize exchange permission means 30 permits the putout of money for the data of the number of exchange corresponding to the identification information from the prize purchase means 70.
