PROBLEM TO BE SOLVED: To provide a soundproofing panel whose surface is coated with a hard layer having an antifouling property to enable the soundproofing panel to maintain the antifouling property for a long period of time. SOLUTION: Both the roadway side surface and the walkway side surface of the soundproofing panel 1 are coated with alkali silicate hydrophilic inorganic films 4 showing a film hardness of 8H in pencil hardness measured by a hand-scratching method defined in JIS-K-5600. The hard hydrophilic inorganic film 4 covering the surface of the soundproofing panel 1 hardly peels off even if a rock flipped by a traveling vehicle, etc. hits the surface of the soundproofing panel 1.
