PROBLEM TO BE SOLVED: To provide a seawater exchanging device capable of exchanging seawater in the vertical direction efficiently without being affected by the depth of seawater and a tidal current and having a wide scope of application. SOLUTION: A tubular structural body 12 having a water passage 11 in its inside is provided on a face of slope in a form for replacing with one row of covered blocks, and a lower end opening 13 and an upper end opening 14 of the tubular structural body 12 are positioned in a section just above the ground 1 on the sea bottom and in the vicinity of average tide level, respectively. Difference occurs in water pressure acting on both end openings due to difference in phase of waves at positions corresponding to both end openings 13, 14 of the tubular structural body 12, and downward flow or upward flow is induced in the tubular structural body due to the difference in water pressure.
