PROBLEM TO BE SOLVED: To create an index using only classification items which indicate well a content structure of an image or sound of a creation object of the index as much as possible. SOLUTION: A feature amount extraction part 110 extracts feature amount from a signal, such as an image of the index creation object. An information acquisition part 120 acquires image/sound information, including the image. A classification determination part 130 determines a plurality of classification items based on the image/sound information, including the image and determines classification reference data for classifying the image, etc. into the plurality of determined classification items. A discrimination part 140 discriminates the classification items based on the determined classification reference data and the extracted feature amount.
