PROBLEM TO BE SOLVED: To obtain an oxygen-based liquid bleaching agent composition exhibiting excellent stability and excellent bleaching power even after preservation. SOLUTION: The liquid bleaching agent composition is obtained by mixing (a) hydrogen peroxide or a compound producing hydrogen peroxide in water, (b) a specific compound represented by general formula (1) such as tetrapropylammonium hydroxide, etc., (c) a bleaching activator represented by general formula (2) R2-C(=O)-LG, (d) a surfactant, and (e) at least one kind of a compound selected from boric acid, borax and a borate and has pH 4-7 at 20°C.
