PROBLEM TO BE SOLVED: To provide a belt conveying apparatus capable of stabilizing the meandering control of an endless belt by detecting the lowering of the coefficient of friction of a drive roller by a simple method and an image forming device using the belt conveying apparatus. SOLUTION: This belt conveying apparatus comprises a drive roller, the driven roller, and a weight roller on which the endless belt is stretched and a meandering control means for correcting the meandering of the endless belt in the direction of a belt width vertical to the conveying direction of the endless belt by swingably controlling the driven roller with control values within a pre-set predetermined area. The belt conveying apparatus comprises an abnormality detection means for detecting abnormality of conveyance based on the information on the control values when the meandering control means controls the swing of the driven roller. When the abnormality detection means detects the abnormality of conveyance, the meandering control means changes the control vales when the swing of the driven roller is controlled.
