<p><P>PROBLEM TO BE SOLVED: To provide a voice encoding apparatus enabling a voice decoding apparatus to output a voice signal according to an order desired by the voice encoding apparatus side, without needing notifying and changing operation to the voice decoding apparatus. <P>SOLUTION: An encoding parameter conversion section 102 arbitrarily determines correspondence relation of input digital voice signals 107 to 109, and a first input terminal 104 to a third input terminal 106. On the basis of input channel information 111, encoding parameters 112 to 115 are output.
