PROBLEM TO BE SOLVED: To efficiently collect probe information and reduce cost required for its collection. SOLUTION: An on-vehicle terminal 2 mounted on a probe car 1 transmits probe information collected by an information collecting part 5 via a DSRC system radio communication instrument 4, when the probe car 1 intrudes into an area communicable with a mobile radio station unit 9 mounted on a route bus 7. The route bus 7 side mobile radio station unit 9 stores the probe information received from the probe car 1 and the probe information collected by itself in a storage device 14, and uploads the stored probe information to a control center 15 via a communication line 16 composed of an exclusive line or the Internet from a road side wireless installation 11 arranged at a bus stop 8 when the route bus 7 stops at the bus stop 8.
