PROBLEM TO BE SOLVED: To provide a device and method capable of objectively measuring a damage level of a surface of a material to be measured without destroying it. SOLUTION: The device measures the damage level on a surface of a sealing material 1 for construction in an object range R. The device calculates a volume (Ve) of a part where stress is released by a crack 2 by substituting a mean value (a) of a depth of the crack 2 generated in the object range R, a mean value (b) of a width, and the total area value (S) into a prestored expression (1), thereby measuring the damage level of the surface of the sealing material 1 for construction. In the expression (1) of Ve=(πa<SP>2</SP>/2)S/b, Ve is the volume of the part where the stress is released by the crack 2 in the object range R, (a) is the mean value of the depth of the crack 2 in the object range R, (b) is the mean value of the depth of the crack 2 in the object range R, and S is the total area value of the crack 2 in the object range R.
