A lightweight panel and a manufacturing method thereof are provided to improve the strength and water resistance of the panel, to make the joint structure firm, and to facilitate forming work. A method for manufacturing lightweight panels(100) by joining a hollow plastic base layer(10) having a space part(115) and upper and lower plastic sheets(20,30) by using a hot plate and an air injection method comprises the steps of: heating the upper and lower plastic sheets; forming an air passage on the base layer, cutting the base layer by the hot plate, and heating the upper and lower surfaces of the base layer; fixing a rear layer(50) and the lower plastic sheet to a lower mold; injecting the compressed air by moving an air injection needle forward; fixing the base layer, the upper plastic sheet, and a surface layer(40) and forming the lightweight panel by pressing and molding the base layer, the upper plastic sheet, and the surface layer by moving down an upper mold; cooling down the panel, stopping injection of the compressed air and discharge of the compressed air, and moving back the air injection needle; and moving up the upper mold and extracting the completely finished panel.
