PROBLEM TO BE SOLVED: To provide a claim fluidization management method, system and program for efficiently extracting a claim as the object of transfer while achieving risk distribution.

SOLUTION: This transfer claim extraction part 24 of a claim fludization management system performs the setting processing of extraction sum candidates based on an extraction sum range recorded in a payment sum range data storage part 241b. Then, the transfer claim extraction part 24 calculates an upper limit sum by multiplying extraction sum candidates by rate conditions recorded in a rate rule data storage part 241a. The transfer claim extraction part 24 specifies the claim of the highest sum within the extraction object sum recorded in the extraction object sum data storage part 241e from claim data recorded in a candidate data storage part 245, and confirms a debtor extraction residual frame. Then, the transfer claim extraction part 24 performs claim extraction processing until it is possible to extract any claim equivalent to the extraction sum candidate, or until any claim which can be extracted becomes absent.
