<P>PROBLEM TO BE SOLVED: To provide a promotional campaign that has high variation and provides high equity and pleasure that are not provided by a conventional promotional campaign of a fixed type of application-drawing-delivery. <P>SOLUTION: Winning cans 1 to which RFID tags 10 are stuck are mixed in a vending machine 2 so that the ratio thereof to the whole is constant. The ratio is made constant by a vending machine server 5. A winner having purchased a winning can 1 reads data stored by the RFID tag 10 with an RFID tag reader/writer 30 included in a campaign corresponding cellular phone 3, and transmits it to a campaign server 4.
