PROBLEM TO BE SOLVED: To provide a fiber treating agent free from causing oil spots on a fiber material, imparting a durable water repellency, water resistance, flexibility, smoothness, wrinkle resistance, compression recovery and excellent in mechanical stability, dilution stability, formulation stability and temporal stability. SOLUTION: The fiber treating agent comprises 5 wt.% of a colloidal silica core-silicone shell component composed of (a) 80-5 wt.% of a core of colloidal silica, (b) 20-95 wt.% of a shell of polyorganosiloxane with an average composition formula (I) R<SP>1</SP><SB>a</SB>O<SB>(4-a)/2</SB>(in the formula, R<SP>1</SP>is a H or a (substituted) monovalent hydrocarbon group, a is a number of 1.88-2.20), and 95 wt.% of water.
