A controller for a hydraulic pump is provided to vary pipe connection in an electronic or mechanical regulator according to the positioning of a plurality of pipes for a spool element for stably operating the regulator through conversion between the electronic and mechanical types in the case of function trouble, thereby achieving a stable regulator. A controller for a hydraulic pump includes a electronic proportional decompression valves(310,320) for outputting predetermined pressure signals in response to electric signals output from a control part(300) which controls operations of a heavy facility integrally. A spool element(330) receives the pressure signals of the electronic proportional decompression valves and has a plurality of sleeves. A pipe part(340) has a plurality of first and second pipes connected to the sleeves selectively. Servo valves such as a rear valve(350) and a front valve(360) respond to the pressure signals received via the pipe part.
