A system for providing an internet phone service and a method thereof are provided to enable a user to make a PC-PC call connection with the other side though the user dials the number matched with a phone number such that usage of PC-PC services can be actively induced. A system for providing an internet phone service comprises a phone number registering unit(408), an agent information registering unit(402), an online phone number determining unit(404) and a call connection processor(406). The phone number registering unit(408) registers a phone number used by an internet phone user. The agent information registering unit(402) receives a request for registering agent information from a user clients if an agent program is executed, analyzes the request, and stores a user ID and agent information. The agent information includes a phone number and address information matched with the user ID and stored at the phone number registering unit(408). The online phone number determining unit(404) determines whether a phone number of the other side is registered at the agent information registering unit(402) in case of receiving a call connection request signal, including the phone number of the other side, from the user client. The call connection processor(406) extracts the address information matched with the phone number of the other side from the agent information registering unit(402) if the phone number of the other side is registered at the agent information registering unit(402) and processes a setup procedure for PC-PC connection.
