A flat uniform transmission line having an electromagnetic shielding function is provided to shield an electromagnetic wave transmitted from the flat uniform transmission line and a noise from the outside by installing an electromagnetic wave shielding layer. A flat uniform transmission line having an electromagnetic shielding function is composed of a strip transmission line, an insulating layer(200), and an electromagnetic wave shielding layer(300). Two strip lines(111,112) for transmitting a signal are formed on an upper part of a dielectric layer(105) composed of a functional polymer material. The insulating layer is formed on an upper part of the strip transmission line so as to insulate the strip transmission line. The electromagnetic wave shielding layer is formed on the upper part of the insulating layer and a lower part of the strip transmission line. The strip transmission line is composed of two strip lines made of any one of a metal, polysilicon, polyethylene, polyamide, and polypropylene.
