A writing device and a circuit are provided to install a power extractor in an electronic paper display, extract power from electronic waves and store the extracted power in a smooth condenser, thereby removing the necessity for an independent power device for operating the electronic paper display and contributing to portability. A writing device comprises a first antenna unit(21) for outputting electronic waves and a second antennas unit(11) for receiving the electronic waves. A detector detects a value of power based on the electronic wave received by the second antenna unit. A CPU(Central Processing Unit)(10) performs power control processing based on a signal level outputted from the detector, and controls output of the electronic wave from the first antenna unit.
