<P>PROBLEM TO BE SOLVED: To prevent a system user from selling or purchasing merchandise which is prohibited by law in an Internet buying and selling system. <P>SOLUTION: When the merchandise to be sold by a user does not have an attribute allowing the user to sell it with his or her license, a management server 21 inhibits the merchandise from being sold.
