PROBLEM TO BE SOLVED: To stabilize combustion at an early stage in cold start. SOLUTION: In a control device for an internal combustion engine provided with a valve timing control means controlling open and close timing and lift of an intake valve arranged in an intake port communicating to a cylinder of the internal combustion engine, one cycle of combustion of the internal combustion engine is set to multiple stroke operation including two or more intake/compression stroke comprising first intake/compression stroke and second intake/compression stroke, expansion stroke and exhaust stroke following the two or more intake/compression stroke. The valve timing control means controls lift of the intake valve in the first intake/compression stroke to lift smaller than normal lift necessary for intake of demand intake air quantity, and lift of the intake valve in the second intake/compression stroke to the normal lift.
