PROBLEM TO BE SOLVED: To provide a device and system for keeping the safety of schoolboys and schoolgirls mainly during outdoor movement on their way to and back from school. SOLUTION: A microphone array part 1, a data conversion part for converting an analog signal obtained from the microphone array part 1 to a digital signal, a data communication part 6 for radio transmission/reception of the digital signal, and a position sensor part 3 for detecting the position of the microphone array part 1 are integrated in a portable safety management device main body 7, and the portable safety management device main body is attached to belongings like a suitcase or a satchel. A safety management and crime prevention system comprises portable safety management device main bodies 7 and a data preservation device 10 wherein data transmitted from one or more portable safety management device main bodies 7 is preserved.
