PROBLEM TO BE SOLVED: To form uniform fine particle layers while removing powder on the surfaces of image carriers. SOLUTION: The image forming apparatus includes: developing units (Gy, Gm, Gc, and Gk), which develop electrostatic latent images on the surface of the image carriers (Py, Pm, Pc, and Pk) into toner images by using developer containing toner and fine particles; intermediate transfer drums (DR1, DR2, and DR3) on which the toner images developed by the developing units (Gy, Gm, Gc, and Gk) are transferred from the surfaces of the image carriers (Py, Pm, Pc, and Pk); and cleaning brushes (CL1, CL2, and CL3), which remove toner remaining on the surfaces of the intermediate transfer drums (DR1, DR2, and DR3) after the transfer of the toner images to paper by a secondary transfer unit (Rt), form fine particle layers on the surfaces of the intermediate transfer drums (DR1, DR2, and DR3), and designed so that average force applied by their leading ends is 0.5 gf/mm or less.
