PROBLEM TO BE SOLVED: To provide a surface treatment apparatus with which a continuously traveling long and wide transparent base film is efficiently and uniformly surface-treated and adhesivity between the transparent base film and a functional layer or between a functional layer and another functional layer to be applied to the functional layer is improved by more simplified equipment. SOLUTION: The surface treatment apparatus 20 has a winding-off mechanism 7 for winding-off the transparent base film 1, a plasma treatment apparatus 5 for treating the surface of the wound off transparent base film 1 by plasma in the vicinity of atmospheric pressure, a UV treatment apparatus 6 for irradiating the plasma-treated surface with an ultraviolet light and a winding mechanism 8 for winding the ultraviolet light-treated transparent base film 1.
