The device (1) has an elastic/flexible pump section (6a) defining a pumping chamber for cosmetic liquid (2) e.g. hairspray, and connected with inlet and outlet valves (7, 8). The section is reversibly deformed to pump and/or discharge the liquid, where the liquid is dispensed from the chamber over the outlet valve in a dispensing direction. The device is arranged below a container (3), and the dispensing direction is directed vertically downwards, in a usage condition of the device. The device and/or the section is operated by pressing down the device and/or container to dispense the liquid.
