PROBLEM TO BE SOLVED: To provide an air-conditioning control device and the like capable of automatically setting a comfortable indoor temperature by every zone corresponding to changed environment. SOLUTION: This air-conditioning control device 10 wherein an air-conditioned space SP is divided into a plurality of zones Z1-Z5, and a target temperature is set to every zone Z1-Z5 to control air-conditioning, comprises at least a temperature setting control means 14. The temperature setting control means 14 determines a second set temperature as the target temperature by performing an arithmetic processing on the basis of one or more set values and one or more first set temperatures set on each zone Z1-Z5.
