PROBLEM TO BE SOLVED: To provide a fixing device in which energy saving can be achieved in a step for fixing a latent image to a recording medium and which is provided with stable fixing performance and rapid fixing time in combination, and an image forming apparatus. SOLUTION: The fixing device includes a fixer imparting means for imparting a fixer containing a softener having the property to soften resin particulates to an unfixed image formed by the resin particulates on a recording medium, and a fixer impartation amount adjusting means for adjusting the imparting amount by the fixer imparting means, and therefore, if the impartation amount of the fixer fluctuates, the impartation amount can be adjusted, and the fixing device provided with the stable fixing performance and the rapid fixing time in combination can be provided.
