PROBLEM TO BE SOLVED: To provide a belt which hardly causes abrasion and failure while improving radiation absorptivity and thermal conductivity, to provide a fixing device with the belt and thereby improving a fixing property of an unfixed toner image, and to provide an image forming apparatus with the fixing device. SOLUTION: The fixing device with the belt comprises: the belt 13 with a surface layer 131 made of a releasing material constituting the outer circumferential surface of the belt 13 having a tubular shape, capable of preventing adhesion of toner, and an under layer 132 constituting an inner circumferential side under the surface layer 131 of the belt 13, having a radiation absorptivity higher than the radiation absorptivity on the surface layer 131; a heat source 11 which is surrounded by the belt 13 and emits a radiation heat; a supporter 12 which is brought into contact with the inner circumference of the belt 13; and a pressing roller 14 which is abutted to the outer circumference of belt 13, holds the belt between the pressing roller and the supporter, follows the belt 13 by rotation of the pressing roller, inserts a recording medium having the unfixed toner image carried on the recording medium between the belt 13 and the pressing roller 13 and thereby fixes the unfixed toner image on the recording medium.
