A polyurethane foam dressing material having a drug containing layer and a manufacturing method thereof are provided to discharge drugs smoothly through the drug containing layer separated from a foam layer and to supply drugs to a wound sufficiently regardless of the state or quantity of exudates. A method for manufacturing a polyurethane foam dressing material having a drug containing layer(30) comprises the steps of: obtaining a moisture permeable and waterproof polyurethane film layer(20) by adding methyl ethyl ketone of 20~70wt.%, dimethylformamide of 5~30wt.%, and pigments of 1~10wt.% to moisture permeable and waterproof polyurethane resin of 100wt.%, stirring the materials, removing bubbles, and then applying the mixture on a release paper and drying the release paper; obtaining a gel type polyurethane foam layer(10) with tack property by making foam mixed solution by mixing deionized water of 60~120wt.% and a surfactant of 1~10wt.% with polyurethane prepolymer of 100wt.%, applying the foam mixed solution on the release paper in the thickness of 0.05~10mm, and then drawing out the release paper before the foam mixed solution is cured; obtaining the polyurethane foam dressing material by laminating the polyurethane film layer and the gel type polyurethane foam layer, drying the laminated layer by hot blast and cooling down the laminated layer at normal temperature, and then peeling off each release paper attached to the polyurethane film layer and the foam layer; and forming the drug containing layer by applying solution containing drugs and having viscosity of 2,000~4,000cps/25deg.C, on the foam layer of the polyurethane foam dressing material.
