<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and method capable of stably performing image formation with good color reproducibility related to various kinds of images by enhancing the color developability of toner at fixing or fixed toner, in the case of imparting color development information to a formed toner image so as to develop the toner image, and forming a full color image by a single developing unit. <P>SOLUTION: The image forming apparatus uses the toner that is controlled so as to maintain the color development state or a non color development state in accordance with the optically imparted color development information, and the apparatus includes an image carrier, a toner image forming means, a color development information imparting means, a transfer means and a color developing means.
