PROBLEM TO BE SOLVED: To solve a problem that road reaction torque estimated from a steering torque signal has a phase different from actual road reaction torque that a tire actually receives from the tire, and in which the feeling of an electric power steering control device might be deteriorated especially at low speed by an influence of a phase difference in steering wheel return control using a road reaction torque estimation value. SOLUTION: In this electric power steering control device, a road reaction torque compensator for compensating a phase of the road reaction torque estimation value identical to that of the actual road reaction torque is used so as to improve a feeling. Also, in a vehicle state detecting device, the road reaction torque compensator for compensating the phase of the actual road reaction torque obtained by a measuring device identical to that of normal road reaction torque is used so as to prevent erroneous determination.
