PROBLEM TO BE SOLVED: To provide a method of manufacturing a plastic optical transmission member, capable of attaining an arbitrary diffusion condition in a short time, facilitating control of a refractive index distribution, and minimizing deterioration of a resin as well as improving productivity. SOLUTION: The plastic optical transmission member is of a coaxial multilayer structure constituted by containing a transparent resin and one or more kinds of additives that have a different refractive index from the transparent resin and that are transparent as well as diffusible. The method of manufacturing the plastic optical transmission member includes processing under carbon dioxide gas atmosphere pressurized in the range of 4-6 MPa, diffusing the additives to the periphery or the center of the plastic optical transmission member, and forming a region where a refractive index continuously varies.
