PROBLEM TO BE SOLVED: To provide a method for manufacturing solid electrolytic capacitor for increasing electrostatic capacitance per unit volume, reducing ESR, and allowing withstand voltage to rise. SOLUTION: The method for manufacturing solid electrolytic capacitor comprises the steps of chemically forming a capacitance element base material formed of a metal material having a valve function, chemically reforming such capacitance element base material, and forming a solid electrolyte layer by impregnating a polymerized monomer and an oxide agent to the capacitance element base material. In this method for manufacturing solid electrolytic capacitor further includes the step, prior to the step of forming the solid electrolyte layer, of soaking the capacitor element base material into a polyvinyl alcohol solution of the predetermined concentration; or the step, prior to the step of conducting chemical reforming, of soaking the capacitor element base material into the polyvinyl alcohol solution of the predetermined concentration.
