PROBLEM TO BE SOLVED: To provide a device of manufacturing a display device capable of forming light-emitting function layer (an organic EL layer) with a uniform film thickness over a whole pixel forming area of display pixels, and a method of manufacturing a display device using the manufacturing device. SOLUTION: Ultraviolet rays Ruv is irradiated on an area (a pixel forming area) on a panel substrate PSB by an ultraviolet light source part LSA or LSB provided in adjacency to an ink-jetting part INJ of a printer head 11 at a first timing to put it under UV ozone treatment to make it lyophilic, and ink is applied on the pixel forming area made lyophilic by the ink-jetting part INJ provided at a rear side against a scanning movement direction of the printer head 11 at a second timing.
