PROBLEM TO BE SOLVED: To provide an insulating sheet that is superior in insulation performance even under high temperatures, as well as superior in other various characteristics. SOLUTION: In this insulating structure, paint comprising a binder made of an alkoxide condensation dehydrate, titanium oxide, pigment containing at least alumina and zirconia, and a solvent are provided on the surface of a sheet-like or a non-sheet-like base material or a heat-generating body to form a film. The alkoxide condensation dehydrate contains trimethyl methoxysilane or trimethyl ethoxysilane and tetra methoxysilane or tetra ethoxysilane at the ratio of 5 to 2 or smaller.
